On March 15, 2025, Congressman Cloud announced the introduction of a new bill aimed at preventing federal gun control measures during emergencies. "The bill prohibits a President and the Secretary of Health and Human Services from exploiting emergencies to infringe on Americans’ constitutional rights."

Two days later, on March 17, 2025, he commented on the underutilization of a specific program involving state and local law enforcement agencies. He noted that "the program has unfortunately been underutilized. Just 135 of approximately 18,000 state and local law enforcement agencies currently participate in the program, and no new agreements have been generated since 2021." In another tweet posted at the same time, he explained that "this voluntary program allows local law enforcement agencies to enter into working agreements with ICE and receive dedicated training."
